Capital Improvement Plan

The City of St. Joseph has a five-year capital improvement plan (CIP) to track larger projects for funding sources, debt costs, grant opportunities and developments.  Several planning documents assist in developing the CIP including the strategic plan, pavement management plan, debt management plan, parks and trails system plan, transportation plan, water and sewer plans, stormwater management plan, St. Cloud Area Wastewater Advisory Commission, and comprehensive plan.  Public surveys and city boards and commissions also provide input to needed improvement projects. Some projects are brought forward from Stearns County, St. Cloud Area Planning Organization, or developers/property owners. Other projects might be required from State or Federal laws or rules. Staff pulls the information together to provide the list the potential projects and work with City Council to prioritize the projects for the years to be completed.  The CIP provides a roadmap on how to move forward; however, some projects may not happen in the year proposed.  The 5-year CIP is updated each year with the City Council and staff.
